ARPA (American Rescue Plan Act) - For Your Information
The American Rescue Plan Act (ARPA) included $350 billion in pandemic-related aid for state and local governments. Vermont will receive more than $1.25 billion of Coronavirus State and Local Fiscal Recovery Funding from ARPA. While the legislature and the governor will determine how more than $1 billion of that funding will be spent, Congress directed nearly $200 million of that funding directly to Vermont’s cities, towns, and villages. City councils and selectboards will have discretion over how to spend their allocations.
ARPA includes four broad criteria outlining eligible uses:
Expenditure categories have been identified by the Treasury with areas of focus where funds can be applied. Each category has its own set of requirements when monies are applied and those details are still being formulated and interpreted from the Interim Final Rule. Over the coming months the Town will be identifying areas of interest from this list. Stay tuned for updates on progress in this regard.... |

Ethics Policy/ Statement
The Selectboard discussed creating an ethics statement or policy at their last regular meeting. The following is the introduction to the current Town of Pownal Ethics Policy and as well as an exerpt from the proposed Personnel Policy:
Town of Pownal Ethics Policy: It is the policy of the Town of Pownal to provide our Code of Ethics and Public Administrative Conduct, which will serve as a guide to proper conduct for all employees. We expect all employees to observe the highest standards of ethics and integrity in their conduct. Proposed Personnel Policy language: Section 5: CONDUCT OF EMPLOYEES All employees are considered representatives of the Town and as such are expected to conduct themselves in a courteous, helpful, and respectful manner in all their interactions with the public, other employees, and elected and appointed officials. All employees are expected to faithfully execute the duties and responsibilities of their office to the best of their ability and in compliance with the provisions of this personnel policy.
